POSITION OVERVIEW:
The Safety Manager is responsible for developing, implementing, and overseeing safety programs to ensure a safe and compliant work environment at the QuestSpecialty facility. This role focuses on preventing workplace injuries, ensuring regulatory compliance, and fostering a culture of safety across all operations. The Safety Manager will collaborate with plant leadership, employees, and external agencies to mitigate risks associated with chemical processes, hazardous materials, and industrial equipment.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Safety Program Development: Design, implement, and maintain comprehensive safety policies, procedures, and training programs tailored to plant operations, including handling hazardous materials, operating industrial equipment, process safety management (PSM), and emergency response.
- Regulatory Compliance: Ensure compliance with federal, state, and local regulations, including OSHA (29 CFR 1910), EPA, PSM standards (OSHA 1910.119), and Texas-specific requirements (if applicable). Conduct regular audits and maintain documentation for inspections.
- Risk Assessment: Identify and evaluate workplace hazards, such as chemical exposures, equipment risks, and confined space dangers. Develop mitigation strategies, including engineering controls and personal protective equipment (PPE) requirements.
- Incident Management: Investigate workplace injuries, near-misses, and chemical spills. Report incidents promptly to Workers’ Compensation insurers and regulatory bodies as required, ensuring timely follow-up to prevent recurrence.
- Training and Education: Deliver ongoing safety training to employees and contractors on topics like lockout/tagout (LOTO), hazard communication (HazCom), fire safety, and emergency evacuation. Ensure all personnel are certified where needed (e.g., forklift operation, HAZWOPER).
- Emergency Preparedness: Maintain and test emergency response plans for chemical releases, fires, or natural disasters. Coordinate drills and liaise with local fire departments and hazmat teams.
- Safety Culture: Promote a proactive safety mindset through regular communication, safety committees, and recognition programs. Engage employees at all levels to uphold safety standards.
- Data and Reporting: Track safety metrics (e.g., Total Recordable Incident Rate, TRIR) and prepare reports for leadership. Use data to identify trends and recommend improvements.
- Contractor Oversight: Ensure third-party contractors comply with plant safety protocols, verifying training and adherence to site-specific hazards.
- Continuous Improvement: Stay up to date on industry’s best practices, emerging regulations, and new safety technologies. Recommend upgrades to equipment or processes to enhance safety.
REQUIRED EDUCATION & EXPERIENCE:
- Education: Bachelor’s degree in a related field preferred, but more extensive workplace experience required in lieu of a degree.
- Experience: Minimum of 5 years of safety management experience, preferable in a chemical manufacturing setting. Proven track record in PSM and hazardous materials management also preferred.
- Certifications: Preferred certifications include Certified Safety Professional (CSP) or OSHA 30-Hour General Industry. HAZWOPER certification is a plus.
- Technical Skills: Proficiency in Microsoft Office, and incident reporting tools.
- Knowledge: In-depth understanding of OSHA, EPA, and PSM regulations, plus state-specific rules. Knowledge of chemical process hazards, such as flammable gases or toxic substances is a bonus.
- Soft Skills: Strong leadership, communication, and training abilities. Capable of influencing diverse teams and resolving conflicts diplomatically. Analytical mindset for root cause analysis.
PHYSICAL REQUIREMENT:
- Must pass a pre-employment drug screen
- Ability to conduct site inspections, including climbing ladders, entering confined spaces, and wearing PPE (e.g., respirators, hazmat suits).
- Must be able to adhere to process protocol
- Must be able to work in a non-climate-controlled environment
